Why some addresses qualify for a residence permit and others do not

Three separate checks before you pay: the basis for the permit, address registration and the status of the mahalle.

A residence permit in Türkiye depends on an address registered in the national address registration system. But not every address is open to new foreign registrations: as of the Göç İdaresi press release of 16 July 2023, some neighbourhoods and districts were closed. The legal rules on the address system, notification deadline and fines were verified on official pages of Göç İdaresi and the General Directorate of Population and Citizenship Affairs on 7 November 2026. This article tells you what to check before you commit to a flat and what obligations follow.

What counts as your residence address for the permit

Your residence permit is tied not to the flat you live in but to the address recorded in Türkiye's national address registration system. Law No 6458 defines the residence address (ikamet adresi) as the place registered in that system, so a lease in your drawer does not by itself create a permit address until the registration exists.

Göç İdaresi clarifies that when you apply you may declare either a permanent address or the address of an accommodation facility such as a hotel. Whichever you use, the address details must be accurate and complete.

Is the neighbourhood you want closed to new foreign registration?

According to a Göç İdaresi press release of 16 July 2023, 1,169 neighbourhoods (mahalle) across 63 provinces had been closed to new foreign registration since 1 July 2022, where the foreign population exceeds 20 per cent of the Turkish citizen population.

The earlier announcement of 30 June 2022, however, formally covered only temporary protection and international protection procedures. The 16 July 2023 press release, by contrast, describes these neighbourhoods as closed to new foreign registration. The two statements point different ways for a residence permit applicant, so ask the provincial migration office whether registration at that mahalle is being accepted before you sign.

In Istanbul, check both the district and the neighbourhood

In Istanbul the closure works at two levels. As of the press release of 16 July 2023, ten districts (ilçe) were closed to new residence permit applications: Esenyurt, Küçükçekmece, Başakşehir, Bağcılar, Avcılar, Bahçelievler, Sultangazi, Esenler, Zeytinburnu and Fatih.

A district being open does not settle the question. The same release counted 54 Istanbul neighbourhoods closed because the foreign population had reached 20 per cent of the Turkish citizen population. So an address in an open district can still sit inside a closed mahalle; the check has to go down to the neighbourhood level.

Before signing a lease or purchase outside Istanbul, check the mahalle

The practical failure, as a law firm's commentary describes it, happens before any filing. In Alanya and Antalya, the most common mistake is signing a lease or purchase contract without checking the mahalle, only to discover that registration in that neighbourhood is closed. The commentary is dated 18 October 2026.

Outside the ten Istanbul districts there is no published rule closing areas to residence permit applications, according to two legal analyses as of September 2026; provincial migration offices apply their own practice, so the same basis can be assessed differently from one province to another. That makes the pre-signing check your own step: confirm with the provincial migration office whether registration at that exact mahalle is being accepted before committing.

Sharing a flat: the occupant limit and the notarized consent you need

A lawyer's publication from 30 July 2025 describes the practical limit at a shared address: normally no more than three foreigners can register there, and four only when the case is justified. Treat this as a practical limit reported by a lawyer, and ask the office handling your registration whether it applies to your address.

By the same account, as of July 2025, if you are not the tenant or the owner of the flat, you need a notarized consent letter from the tenant or owner. Get that document before you commit to the address.

New buildings: when your door number does not exist yet

A lawyer's publication from 19 March 2026 warns about a gap in new buildings and renovation zones: the door number may not yet exist in the national address database. A flat can be physically ready while the address system does not recognise it.

By the same account, as of March 2026, registration cannot proceed until you obtain a numarataj certificate from the district municipality. Without it, the address cannot be registered.

After you move: notify both offices within 20 working days, or face a fine

Once your permit is valid, an address change triggers a duty to report to two offices: the provincial migration directorate and the population directorate. According to Göç İdaresi, you have 20 working days to do it.

If you miss that window, the 2026 fine is 814 lira. A knowingly false address declaration carries a larger fine: 17,051 lira for 2026. Both are administrative fines under Law No 5490, as published by the population directorate.
