Renewing a residence permit: what to prepare before the card expires

How to check the renewal procedure for your card, plan the preparation and gather details on your address, insurance and any change in personal data.

Postal renewal no longer exists: since 2 May 2019, you must book an appointment and appear at the provincial migration office. This guide lists what to prepare and pay before that appointment.

The problem with renewing a residence permit is the hard deadline: you can file from 60 days before expiry, but the e-İkamet application must be completed before the current permit ends. According to the official pages of Göç İdaresi checked on 5 November 2026, an unfinished application is cancelled at expiry, and under Article 83 of Law No 492 the fee for the period without a permit is doubled. This guide walks through the checks that may force earlier action — your passport and health cover — and the payments and appointment you must prepare.

File inside the 60-day window: what happens if you miss the expiry date

You can open the renewal application once 60 days remain before your current permit expires, but Göç İdaresi and the Istanbul migration directorate both require the application to be submitted before that expiry date. The window opens at 60 days and closes at the expiry date itself. Say your card ends on 31 December; you may begin from 1 November, but if the e-İkamet form is still unfinished when 31 December passes, you are outside the window.

The system enforces that boundary automatically. If the e-İkamet application is not completed before the current permit ends, it is cancelled. After cancellation there is no way to continue the renewal as a renewal; you can only submit it again as a first-time application, which is a different route with its own requirements.

There is also a money consequence if you remain after expiry without having filed. Under Article 83 of Law No 492, the residence permit fee for the period spent without a permit is charged at double the ordinary rate. Göç İdaresi points to this provision. Göç İdaresi does not state a fixed amount for the doubled fee; it depends on the ordinary residence permit fee (harç) for your permit type and the number of days without a permit.

Check that your passport is valid 60 days beyond the requested period

Your passport must be valid for at least 60 days longer than the residence permit period you are requesting. This requirement comes from the Istanbul migration directorate and from Article 23 of Law No 6458. It applies to the period you ask for now, not to your current permit.

The practical check is to take the end date of the requested period and add 60 days. For example, if you ask for a permit that runs until 31 August 2027, your passport must remain valid until at least 30 October 2027. If the passport expires before that date, you do not meet the condition. The official pages state the requirement but do not describe any workaround; the passport simply has to be valid long enough.

Get health insurance that covers the whole requested period

Health insurance must cover the entire period you are asking for, not just part of it. Göç İdaresi states that one of the following documents is enough: a certificate under a bilateral social security agreement, an SGK provizyon belgesi, a document showing that you have applied for general health insurance (GSS), or a private policy. You do not need more than one of these.

This means the end date on the document should not be shorter than the residence permit period you put in the application. If you rely on a private policy, check that the dates on the policy match the full period you request. The official page lists the accepted documents but does not describe exceptions to the coverage requirement, so the document you choose must cover the whole term.

What to pay before the appointment

Both the residence permit fee (harç) and the cost of the card must be paid before your appointment date. Göç İdaresi's FAQ states this timing: the payment is due before the day and time given in your application form. If you have not paid by then, you are not ready for the appointment.

The card form cost is 964 Turkish lira from 1 January 2026, and there is no exemption for any nationality. This figure is set by a General Communiqué of the General Directorate of Public Accounts published in the Official Gazette of 24 December 2025 and repeated in Göç İdaresi's table. Every applicant pays this amount for the card itself.

The harç itself is waived for citizens of ten countries on a reciprocal basis: Czechia, Denmark, Ireland, Kosovo, Nepal, Sri Lanka, Syria, Turkmenistan, the Turkish Republic of Northern Cyprus and Palestine. The waiver applies only to the harç; the 964-lira card cost remains payable for everyone, including those whose harç is waived.

Postal filing is gone: book the appointment and appear

Since 2 May 2019, renewal documents cannot be sent by post in any of the 81 provinces. The official position of Göç İdaresi is that postal filing for residence permit renewals has been abolished and replaced by an appointment system. The applicant must attend the provincial migration directorate on the day and hour given in the application form.

Even if an older guide, a forum post or a neighbour says that a province still accepts postal applications, the rule is nationwide: it covers all 81 provinces.

The appointment date and time are set out in the form you complete in e-İkamet. As soon as the form is generated, read that appointment and keep the day clear. Do not plan travel, work or another appointment for that date, because the appearance is mandatory, not optional.

Treat the appointment as a fixed obligation: arrive at the provincial migration directorate on time and bring the documents you prepared.

How long will you wait for the decision and the card?

The official rule is that applications are processed within 90 days from the date the documents are complete. Göç İdaresi and the Istanbul migration directorate state this under Article 22 of the regulation. The clock starts only when the file is full, not when you first open the online application.

If the office asks for a missing document, the 90-day period may start later, because completeness is the starting point. So before you leave the appointment, make sure every document on your checklist has been accepted and that nothing is outstanding.

A community channel reported on 9 January 2025 that in Istanbul, Ankara and Antalya the status "review not started" in e-İkamet can remain for up to 90 days. According to that channel, a long period without a status change is common in these cities; keep checking the status and contact the directorate if anything is requested.

The same community channel reported on 9 January 2025 that when the current permit is still valid, the new card is sent only after the old one expires. So if you apply early, the physical card may not arrive until after your current residence permit ends, even if the decision itself is made sooner.
