The address on your residence permit application is not a formality. According to official pages of Göç İdaresi and NVİ as checked on 7 November 2026, the address must be declared accurately and in full, and the permit card is sent to the address you give. Some Istanbul districts and neighbourhoods were closed to new foreign registrations under announcements of 16 July 2023 and 18 June 2023, and the Ministry of Interior said on 11 October 2022 that the police and gendarmerie check declared addresses on the ground.
Run three checks before you sign the rental contract
The address problem starts before the application. In publications up to 24 September 2026, lawyers and consultants advise three checks before signing the rental contract. First, get the exact address and its UAVT code from the owner or the agent. Second, ask the il göç idaresi whether the mahalle is open to foreign registration. Third, check the national address database for duplicate entries under the inner door number. A past open status does not prove the current one, because restrictions change over time.
The caution has a concrete background. According to the Presidency of Migration Management's press release of 16 July 2023, ten Istanbul districts were closed to new residence permit applications: Fatih and Esenyurt since January 2021, and Avcılar, Bahçelievler, Başakşehir, Bağcılar, Esenler, Küçükçekmece, Sultangazi and Zeytinburnu since October 2022. We found no official confirmation that the list still applies in the same form in 2026, so ask the il göç idaresi about your district.
At neighbourhood level, the Istanbul Provincial Migration Administration's announcement of 18 June 2023 said 54 mahalle were closed to foreign registration, and the criterion for closure was the foreign population reaching 20 per cent of the Turkish citizen population. Because these lists change, as of 24 September 2026 lawyers and consultants advise asking the il göç idaresi about the specific mahalle rather than relying on an old map.
Check that the flat has residential status
For a property you buy, the rule is clear. A legal commentary, as of March 2022, confirms that for the property-based short-term residence permit, the property must be a dwelling (konut) and actually used as one. Offices and commercial premises do not qualify, regardless of their value.
For a rental, the evidence is thinner. A member of a Telegram community channel reported on 5 March 2022 that a flat without residential status — an office, a storage space, especially the top floors of old buildings — is likely to lead to a residence permit refusal. This is one account, not a rule for rentals in general. The dwelling requirement is confirmed only for the property-based permit; for rentals the only signal is this single account. If the flat may be registered as an office or storage space, confirm with the il göç idaresi before signing.
Know which documents the nüfus office can ask for the address
When you declare an address, the population directorate (nüfus müdürlüğü) is not obliged to take your word for it. Under Article 48 of Law No. 5490, it may ask for a document that confirms the declaration: a subscription contract or a bill for electricity, water, telephone or natural gas, or a notarised rental contract.
The list shows the documents the law names. If utilities are still in the owner's name, the notarised rental contract is the alternative the law mentions. Keep the original and a copy ready, because the office can choose which document it wants to see.
Put the address, phone and e-mail in the application, and keep them current
The application itself starts online. According to Göç İdaresi's general information page, a foreigner who stays beyond the visa or visa-free period or beyond 90 days must apply through e-İkamet and then attend the appointment at the il göç idaresi on the assigned day. If you do not appear without a valid excuse, the application is treated as never made.
The address you enter is the one that matters for delivery. Göç İdaresi's guidance states that the address can be a permanent dwelling or an accommodation facility, but it must be declared accurately and in full. The phone number and e-mail must also be current, because the residence permit card is sent to the address you give.
An old phone number or an inbox you do not check can mean the card does not reach you. The obligation to keep these details current is part of the application, not an optional extra.
Report a change of address within 20 working days
When your address changes while the residence permit is valid, the deadline is 20 working days. The duty rests on Article 8 of Law 5490 and Article 22 of the regulation on registration of foreigners.
Report the change to both the il göç idaresi and the il nüfus ve vatandaşlık müdürlüğü. The official pages name the two offices together in the same rule; they do not say that a notification to one of them is enough.
If a check finds you absent or your address documents are questioned
The Ministry of Interior said in a press statement of 11 October 2022 that the police and gendarmerie conduct on-the-spot checks on all address declarations of foreigners with legal stay. Since the beginning of 2022, the addresses of 3,791,198 foreigners had been checked, and the checks were routine.
When a false declaration is found, measures are taken against everyone involved, including Turkish citizens, according to the same statement.
Lawyers' analyses published on 9 April 2026 name incomplete or inconsistent address documents and reports that the applicant was not found at the declared address among the common grounds for refusal. The same analyses say such grounds can be contested with the rental contract, bills and neighbours' statements. A refusal on these grounds is a matter to take to a lawyer.
