The residence permit application asks for health insurance, but the term covers four different documents, and not everyone needs a private policy. The rules below come from the official pages of Göç İdaresi and SGK checked on 26 and 27 October 2026; market details carry their own dates.
Check which of the four accepted documents you can submit
Göç İdaresi names four documents that satisfy the health-insurance requirement for a residence permit: a document under a bilateral social-security agreement, an SGK provizyon belgesi, a document showing that you have applied for GSS with SGK, or a private health policy. The page presents them as alternatives: any one of the four is enough, and there is no stated preference among them.
The list is closed. A document that is not one of these four does not meet the requirement, even if it concerns health or insurance in some other way. Before you start the application, work out which of the four you can actually produce, because they come from different places: a bilateral agreement, a document from SGK, an application to SGK, or an insurance purchase.
Whichever document you submit, the cover must be valid for the whole period of the permit you request. Compare the end date on the document with the permit period you have asked for: if the cover ends sooner, that document is not sufficient for the application. The requirement is tied to the period you request, not to the day you apply.
Check whether you are exempt as a student or a medical visitor
A foreign student who applies for GSS with SGK within three months of first registering at a Turkish educational institution does not have to submit a separate insurance document. Göç İdaresi and an SGK announcement state this.
If the student applies after those three months, the exemption no longer applies, and the student must submit one of the accepted insurance documents instead. Check the date of your first registration and count the three months from that day.
A foreigner who comes for medical treatment and can show that all the costs of that treatment have been paid is not asked for health insurance. Göç İdaresi sets this exemption. It is tied to proving payment of the treatment costs, not simply to having a treatment plan or a hospital invitation.
If you apply for a family permit, make sure the sponsor's policy covers every member
For a family residence permit, the sponsor must hold a valid health insurance policy that covers every family member, not only the sponsor. Göç İdaresi states this. The requirement falls on the sponsor: the policy belongs to the sponsor, but its cover must extend to each person included in the application.
A policy that names only the sponsor, or that covers only some of the family members, does not satisfy this. Before you submit the application, check the policy wording to see which people are covered, and compare that list with the family members you are including in the permit.
If the policy covers the sponsor but not the dependants, you need a different or amended policy before the application, because the cover is part of the permit requirement. The check is not about the policy's overall value; it is about whether every member named in the application appears in the policy's coverage.
Decide whether to apply for GSS after one year of residence
After one year of continuous residence in Türkiye, a foreign national may apply to join the general health insurance, GSS, by making an application to SGK. SGK describes this as an option, not an automatic enrolment: the route opens after the one-year mark of continuous residence, and it requires an application.
For the monthly premium, SGK gives a figure for a person whose income is above one-third of the gross minimum wage: 6 per cent of the gross minimum wage, which is 1,981.80 lira a month from January 2026.
The SGK page does not say how this premium is applied to foreign nationals. The figure is stated for the general rule, and the page gives no separate explanation for foreigners, so the 1,981.80 lira figure cannot be read as a confirmed cost for a foreign applicant without further confirmation.
Before relying on that monthly amount, confirm with SGK which premium applies to you, because the page's explanation does not answer the foreign-national case.
Check waiting periods, exclusions and age limits before you pay
A policy that satisfies the residence permit application is not the same as full medical cover from day one. According to a community channel post dated 27 February 2024, a typical permit policy starts outpatient cover after six months and inpatient cover after nine months, and the share of a consultation the policy pays ranges from 20% to 80% depending on the policy type. Those figures are from early 2024, so confirm the current waiting periods with the insurer before you pay.
There are also gaps that matter for a longer stay. According to a broker site, checked in October 2026, pregnancy and childbirth are excluded from most residence-permit policies or covered only after a long waiting period, and some insurers do not insure people over 70. If either situation applies to you, ask the broker to put the exclusions and any age rule in writing before you sign.
