A phone brought from abroad works on a Turkish network for no more than 120 days from its first use, while the application for registration can be filed up to 365 days after entry; the two periods run separately. The legal details here are taken from the official pages of e-Devlet and the Information and Communication Technologies Authority checked on 5 November 2026.
Which deadline starts when: 120 days of use vs 365 days to apply
The two periods start on different days. The 120-day limit runs from the first time the phone is used on a Turkish network, while the 365-day application window runs from the date you entered Türkiye. The e-Devlet help centre explains the 120-day rule, and article 14(4) of the Regulation on Registration of Devices with Electronic Identifiers adds that the 365-day application window does not extend the 120-day period.
Because the two clocks run separately, waiting until the end of the 365-day period can leave you without a working phone long before then. The safe course is to register before the phone has been on a Turkish network for 120 days, even if you are well inside the 365-day window.
What to file in e-Devlet and who can apply for you
The owner of the device files the application through e-Devlet. As article 14 of the Regulation on Registration of Devices with Electronic Identifiers states, the form asks for the information and documents listed in the Communiqué (Tebliğ). Before you start, open the application and check which documents it asks for: the list comes from the Communiqué, so check it there rather than relying on hearsay.
If the phone belongs to a person under 18, the application is filed by a parent or legal representative. That means a child arriving with a foreign phone cannot register it in their own e-Devlet account; the adult does it.
How long to wait and where to confirm it worked
After filing the registration through e-Devlet or a service point, do not expect the system to update immediately. A guide for foreigners in Türkiye, as of 11 April 2026, says the usual wait is about 24 hours before the result can be checked.
Then confirm the registration on the BTK page in e-Devlet. The page lists the services Kayıtlı Cihazlarım ve Kayıt Hakkı Sorgulama (My Registered Devices and Registration Right Query) and IMEI Sorgulama (IMEI Query); either one shows whether the device is now registered. Check the result there rather than trusting an SMS or a shop assistant's word.
What drops a phone off the whitelist after registration
Registration is not permanent if the phone disappears from the network for a long time. Under the same Regulation on Registration of Devices with Electronic Identifiers, a device that has received no network service for one year continuously since its last signal is removed from the whitelist. If you leave Türkiye for a long stretch, keep this one-year limit in mind.
There is a separate e-Devlet service for re-registering devices that have not been used for a year or more. The BTK page in e-Devlet is where these services are listed, and that is where you would find it when you need to bring an old phone back into use.
When the dealer demands money for identity confirmation
As of August 2026, foreign subscribers report that operator dealers ask for a fee to confirm identity, even though the operator's own SMS describes the procedure as free. A complaint filed on a Turkish complaint platform on 25 July 2026 cites a demand of 500 lira. A community channel for foreigners in Istanbul records the same practice as of 23 July 2026.
Before you pay anything in the shop, open the SMS the operator sent you about the identity check. If that message says the procedure is free, do not accept a charge as a condition of the service.
What to do when face recognition fails
A community channel reports, as of July 2026, that identity confirmation can break down. The GöçBil face-comparison app can return a mismatch error such as k02. After a successful match, a message may appear saying that no suitable record was found. Staff in the shop may refuse the process, saying the customer does not look like the photo in the document.
If the app will not work, the same channel reports, as of July 2026, that biometrics can be submitted at the provincial migration directorate, İl Göç. Confirm the current procedure with the directorate before going there.
