The SPK valuation: whose document it is and why you need it

Who needs the valuation report, who prepares and orders it, how long it is valid and why it stops the price in the deed from being understated.

Before you pay for a valuation report in a property purchase in Türkiye, verify the company, the appraiser and TDUB membership, then order through Web Tapu. The legal requirements below reflect the official pages of the Capital Markets Board (SPK) and the legislation portal, checked on 3 November 2026; market figures and community practice carry their own as-of dates.

Check the company, the appraiser and TDUB membership before you pay

The SPK's introductory guide for real-estate valuation organisations sets the conditions a company must meet to be admitted. It has to be an anonim şirket with paid capital of at least 1,000,000 TL, at least 10 full-time appraisers, and at least 2 responsible appraisers. A company that falls short of any of these is not an SPK-admitted valuation organisation, so confirm this before you commit to paying for a report.

Then look at the individual appraiser. Each one must hold a Gayrimenkul Değerleme Lisansı (real-estate appraisal licence), issued by SPL, the capital-markets licensing and registry agency. The SPK guide points to the public SPL register as the place to check that the licence is current. An appraiser whose licence is suspended cannot carry out the valuation, so a suspended entry should stop the order.

Finally, confirm that both the company and the appraiser are members of the Union of Appraisers of Türkiye (TDUB). Under Article 76 of the Capital Markets Law No. 6362, published on the legislation portal, licensed real-estate appraisers and valuation companies must apply for TDUB membership, and TDUB may impose an administrative fine of 5,000 to 50,000 TL for a breach of its statute or decisions. This membership is one more check that the entity operates inside the regulated system.

Order the report through Web Tapu

For a title deed valuation, the order usually goes through Web Tapu rather than directly to a valuation company. Real-estate agencies and a lawyer's commentary describe this practice as of 28 July 2026. You can choose the company yourself or accept automatic assignment. In practice the buyer's broker often places the order, so check on the order screen which company was chosen, and by whom, before the inspection.

The finished report is uploaded electronically to TADEBİS, the electronic valuation reporting system used by the land registry. Real-estate agencies and a lawyer's commentary describe this practice as of 28 July 2026. No paper copy is needed at the tapu office, so the electronic record is the one that matters.

Sign a separate contract and hand over every document that could affect the value

The SPK guide requires a separate contract for each valuation report, so ask the company for the contract covering your order.

The same guide puts a disclosure obligation on you as the client. You are obliged to hand the appraiser all information and documents that may affect the final value, even if the appraiser did not ask for them. This is not a formality: if you hold back something that could move the value, the report is being prepared without it. Make a list of the documents you hand over.

What the report costs and how long it takes

According to real-estate agency sites checked in October 2026, a guide range is 12,000 to 20,000 TL per report. Another real-estate agency site writes that the fee follows the tariff and is collected when Web Tapu sends a notice. Ask for the amount that applies to your order before you pay.

Valuation companies and property platforms report, as of 23 September 2026, that a residential report with a complete document set is usually ready in 2 to 7 working days after inspection. Land, commercial property or incomplete documents can take up to two weeks to a month. The time is counted from the inspection, not from the order, so arrange the inspection early if you have a deadline.

Download the valuation later from Web Tapu

Members of community channels for foreigners in Türkiye report, as of 19 November 2025, that a property valuation can be downloaded from WebTapu under Değerleme İşlemleri → Değerleme Raporları. This matters if you bought a property and now need to show the valuation again: the document you once paid for may still be retrievable from the same system rather than kept only as a paper file. The path is reported as a practical route by people who have used it, not an official instruction.

The same community sources, as of 19 November 2025, say such valuation documents are often requested when renewing a residence permit based on property ownership. Before ordering a new report, check whether the existing one is available in Web Tapu, and confirm with the office handling your application whether it will accept that report.

If the file does not download through Web Tapu, members of the same community channels, as of 19 November 2025, report that it can be obtained in person at the cadastral office. That gives a practical fallback: try the online menu first, and when the download fails, the cadastral office is the place to ask. The channels do not say what to bring or how long it takes there, so those details remain for you to confirm with the office.
