Wintering with a cat or dog: documents for entry and the journey home

How to put together the list of veterinary documents for travelling with an animal, given your country of departure and the return route.

The regulation on non-commercial movement of pet animals, based on article 34 of Law No. 5996 and checked on the official Turkish legislation portal on 6 November 2026, sets what a cat or dog needs to enter Türkiye. If the animal does not meet those requirements, the same regulation allows return, quarantine, or euthanasia at the owner's expense. The article walks through the entry checklist, the antibody test timing and cost, and the rules for leaving and returning.

What to prepare before entering Türkiye

The regulation on non-commercial movement of pet animals sets the requirements for a cat or dog entering Türkiye. The animal must be identified by a microchip or a clearly readable tattoo. Its passport has to be issued by an authorised vet and show a current rabies vaccination. The veterinary certificate must follow the Ek-2 form and come from the veterinary service of the country of origin.

One condition often catches owners out: if the microchip is not the standard type described in annex Ek-1, the owner has to bring their own reader. A chip that works in the home country can be unreadable at the Turkish border without the right device.

When to vaccinate and draw blood for the antibody test

The regulation sets two separate timing rules for the rabies antibody test. Blood may be drawn no earlier than 30 days after the last rabies vaccination, and the sample must go to a laboratory approved by the European Union. The vaccination date is the starting point of the schedule.

The titre test itself must be done three months before the move. The report showing an acceptable antibody level is then presented at customs on entry. This second rule works backwards from the travel date, not from the vaccination.

Together, the two rules mean the owner has to check two dates: the vaccination date and the planned travel date. Plan the vaccination early enough that the blood draw, at least 30 days after it, still leaves the titre test done three months before the move.

How much to budget for the titre test and vaccine

A Turkish veterinary information page, writing on 22 August 2026, puts the FAVN titre test at 13,500–16,000 lira and the rabies vaccine at about 1,450 lira. These figures come from the minimum tariffs set by veterinary chambers for 2026, so they are a floor rather than a fixed price that every clinic charges.

According to the same veterinary information page, checked on 22 August 2026, the final amount depends on the clinic, the vaccine brand, and the city. Because these factors vary, ask the clinic directly for its current tariff before booking the test.

What happens if the animal does not pass the entry check

If the animal does not meet the regulation's requirements, the authorities follow a set order. They may return the animal to its country of origin. Where possible, they may place it in quarantine. If neither return nor quarantine is possible, the animal can be euthanised without compensation. That last step is not a fine; it is the outcome when the other two options cannot be carried out.

The owner pays for the checks, control measures and any quarantine, and there is no reimbursement for an animal that is put down. A missing certificate can therefore end with the animal being sent back, a quarantine bill, or the loss of the animal with nothing paid back.

When to book the vet and directorate visits before flying out of Türkiye

A travel guide published on 8 September 2026 reports that Turkish Airlines treats the export veterinary certificate as valid for 48 hours. This means the owner has to count backwards from the departure time when planning the veterinary and directorate visits.

According to the same travel guide's September 2026 account, 24 to 48 hours before the flight, owners first visit a private clinic for an examination, worm and flea treatment, and passport notes. Without those fresh clinic notes, the district directorate refuses to issue the certificate. The clinic visit must come before the directorate visit, and the flight must depart within 48 hours of the directorate issuing the certificate.

According to the guide's September 2026 account, the owner must allow time for both appointments and keep the passport notes from the clinic as proof for the directorate.

Returning with a Turkish-origin animal

A Turkish-origin animal that has left the country may return. Under the regulation on non-commercial movement of pet animals, article 10(1)(d) provides that if the titre report with an acceptable antibody level was obtained before the animal left Türkiye, the three-month waiting condition does not apply on its return. This matters for an owner who takes the animal abroad and plans to bring it back: the usual three-month wait before entry can be set aside, but only when the report already exists from before the departure.

Article 10(1)(ç) of the same regulation sets the second condition: a repeat titre test is not required, as long as that acceptable result is recorded in the passport and the rabies vaccinations have been kept up to date without any gaps. In practice, the passport must show the acceptable titre result, and the vaccination history must be unbroken. The owner can check both before leaving: the titre report entry in the passport and the dates of the rabies boosters, to see that no booster was missed.

If either condition is missing, the exemption described in these articles does not follow. The reader should confirm that the animal's documents meet both requirements before relying on a planned return, rather than assuming the three-month wait or a repeat titre test will be waived.
